Illicit Discharge Detection & Elimination

The City’s Illicit Discharge Detection and Elimination Program is conducted to eliminate any illicit discharges that drain into the City’s storm drain system.

If you see something that you suspect is an illicit discharge, please call the Illicit Discharge hotline numbers or fill out this form:

Examples of illicit discharges include the following:

  • Water from the washing and rinsing of cars which contains materials like soap, detergent, and cleaners
  • Water used from various types of vehicle services
  • Vehicle fluids
  • Wastewater and cleaning fluid from carpet cleaning
  • Leakage from dumpsters and trash containers
  • Contaminated water from construction sites
  • Dumping of various landscape materials
  • Water from pressure washing, steam cleaning, and hand scrubbing of sidewalks, gutters, plazas, alleyways, outdoor eating areas, steps, building exteriors, walls, driveways, and other outdoor surfaces
  • Water from swimming pools, spas, and fountains
  • Improper disposal of hazardous materials
