The City’s Illicit Discharge Detection and Elimination Program is conducted to eliminate any illicit discharges that drain into the City’s storm drain system.

Examples of illicit discharges include the following:
- Water from the washing and rinsing of cars which contains materials like soap, detergent, and cleaners
- Water used from various types of vehicle services
- Vehicle fluids
- Wastewater and cleaning fluid from carpet cleaning
- Leakage from dumpsters and trash containers
- Contaminated water from construction sites
- Dumping of various landscape materials
- Water from pressure washing, steam cleaning, and hand scrubbing of sidewalks, gutters, plazas, alleyways, outdoor eating areas, steps, building exteriors, walls, driveways, and other outdoor surfaces
- Water from swimming pools, spas, and fountains
- Improper disposal of hazardous materials
